REMSA was incorporated in March 1986 in Hampton VA with a mission to provide technical services, professional engineering and research services for government and commercial clients. Since 1991 our primary focus has been the application of our collective scientific and technical skills to Environmental solutions and support for our clients.

REMSA was founded by Rosetta Billups, a Certified Professional Logistician whose education includes both BA/MS Degrees in Mathematics. In her career since 1966 she has served as a Systems Engineer, Reliability Engineer, Information Technology Consultant, Quality Control Mathematician, Technical Manager, Assistant Professor of Mathematics, College Administrator, Grant Writer and a Researcher.

REMSA’s early successes include the award of three Small Business Innovative Research (SBIR) contracts from the US Navy, DARPA and EPA in 1989-1991. During our long history, REMSA has been a Prime Contractor and has performed on both short term and multi-year technical support contracts.

REMSA currently maintains contracts with several U.S. Government Defense and Civilian agencies, State and Local government agencies, large and small commercial organizations, and private clients. In addition to our corporate staff of more than 10 professionals in Virginia, we have more than 50 staff in contract positions throughout the U.S.

Today, REMSA continues as a diversified and innovative professional services and consulting firm where we provide common sense, cost-effective and timely solutions among four interrelated business units: GIS Services, Environmental Services , MESO - Coastal & Marine Services, and Professional Staffing & Project Management.

While each business unit has a distinct mission, each is complementary to the others. There is a common thread of scientific and management expertise that runs through and connects each. This allows the highly skilled professionals in one business unit to support the efforts of another, which serves to facilitate cross-training and cross-pollination of ideas that accrues to the benefit of our clients.

Since its founding, REMSA has grown to become a respected leader in its selected services and consulting fields. REMSA has an outstanding reputation for performing excellent work and has remained focused on our mission of providing the best services and products to our many commercial and governmental clients. We have done this with responsibility and responsiveness and will continue our commitment to excellence in service for our clients.
