Ms. Rosetta C. Billups, founder, President, and CEO of REMSA, Inc., is a Certified Professional Logistician (CPL) with over 48 years of experience in management, reliability engineering, multidiscipline logistical coordination, financial administration, and research and development. Ms. Billups has provided corporate oversight, management, and technical services for a wide variety of projects over the 25 years following establishment of her business. Although Ms. Billups was born and raised in the Hampton Roads area, her professional experiences have taken her from coast to coast; and from these experiences a more global approach to problem solving was forged. Never content with the status quo, Ms. Billups has continually demonstrated her ability to maximize her company’s efforts by adapting to changes in the professional and technical community. It was this regional community that nominated her for “Engineer of the Year” and awarded REMSA “Woman Owned Business of the Year” based on her business’s distinguished record and achievements, as well as contributions to the community at large. Prior to founding REMSA, Ms. Billups had spent over 23 years working with large corporations and higher education institutions in the areas of management, engineering, IT consulting and research. |

Dennis Papa - PE, PG, BCEE, Vice President/COO Dennis Papa is a board certified and licensed Professional Engineer and Professional Geologist. He holds a B.S. in Geology from The Pennsylvania State University and an M.S. in Environmental Engineering from Virginia Tech. Dennis Papa is a board certified and licensed Professional Engineer and Professional Geologist. He holds a B.S. in Geology from The Pennsylvania State University and an M.S. in Environmental Engineering from Virginia Tech. His experience includes project and program management with technical expertise in hazardous materials management, water quality, hydrogeology, environmental site assessment and remediation, and brownfields redevelopment for commercial, industrial, and federal clients. Dennis is well versed in client management and developing long-term, positive relationships. During his 24 year career, he has performed remedial investigation & feasibility studies at 13 Superfund sites, and was in charge of technical guidance and quality assurance, strategic direction, and initial hiring and personnel management for the environmental services division of a top A/E consulting firm, and later became an associate for a global environmental engineering firm. Recent projects include managing the City of Hampton, VA brownfields assessment grant to address more than 50 properties in the city’s brownfield zone and securing two new assessment pilot grants in 2009. His project and program management experience includes environmental compliance for Fortune 500 industries, municipalities, schools, federal and military facilities, and a variety of transportation, maritime and marine/coastal assignments that have involved a number of technical disciplines. Dennis enjoys all types of sports, and counts fishing, kayaking, painting and photography among his hobbies. He has been active in membership and/or Board of Directors positions in the local chapters for several professional societies including National Groundwater Association (NGWA), Water Environment Federation (WEF), Society of American Military Engineers (SAME), Air & Waste Management Association, and American Society for Testing & Materials (ASTM) Environmental Assessment committee. |

Pam Michaels - CPA, CFO Pam began working for REMSA as a consultant in 2002 then came on board as a full time employee in 2004. Pam has a B.S. degree in Business Administration from Old Dominion University in Norfolk, VA and a B.S. in Accounting from Christopher Newport University in Newport News, VA. Additionally she has her Certified Public Accountant’s license. With her 20 + years of small business experience, Pam provides professional oversight to the accounting functions of REMSA, Inc. She also provides support to Contract Administration and serves as the 401K Plan Administrator for the company. |

Kathy Dini - HR & Benefits Coordinator Kathy joined REMSA in January 2010 as our Human Resources and Benefits Coordinator. Kathy joined REMSA in January 2010 as our Human Resources and Benefits Coordinator. Kathy administers REMSA’s benefit programs and interfaces with both vendors and employees; maintains employee personnel files; researches and catalogs current and potential recruiting resources; assists with screening resumes and new employees; updates and distributes contacts and other sensitive information. REMSA employees can contact Kathy directly for any questions regarding employee benefits. Kathy holds an Associate’s Degree in Business from Barnes Business College, and an accumulation of credits in Psychology from Westmoreland County Community College and Seton Hill University in PA. She previously spent four years as the Operations Coordinator for a retail/commercial management company in Pittsburgh, PA, and six years with Sony Chemicals as their Internal Auditor of 9001/2001 Quality Systems and ISO 14000 Environmental Management Systems encompassing all Mt. Pleasant divisions within the scope of ISO requirements along with time spent time as their Buyer/Production Scheduler. Kathy has three adult children and two Norwegian Forest cats. She enjoys riding motorcycles, exercising, camping, and going to the beach on weekends. |

Scott Bellows - Ph.D., Environmental Services Director, GIS Director Scott holds a Ph.D. in Ecological Sciences from Old Dominion University and a Masters of Science in Biology from Virginia Commonwealth University. He has 13 years experience studying the ecology of populations, communities, and landscapes. Scott holds a Ph.D. in Ecological Sciences from Old Dominion University and a Masters of Science in Biology from Virginia Commonwealth University. He has 13 years experience studying the ecology of populations, communities, and landscapes. He is very familiar with current and historical in situ sampling methods and analysis of floral and faunal surveys, and he has a good “working knowledge” of ecological and natural history literature. He has been directly involved in the study of all major non-marine animal taxa, plant communities (especially wetlands), epidemiology, and metapopulation and landscape ecology. Dr. Bellows is on the Virginia Department of Game and Inland Fisheries’ Mammal Taxa Committee. He currently has over one dozen publications in peer-reviewed journals. During this research, he has worked with a broad range of species, including, but not limited to: small mammals, bats, reptiles and amphibians, birds, fish, endangered species (e.g., canebrake rattlesnake, Delmarva fox squirrel), invasive species (e.g., cotton-stainer bug [Dysdercus], Phragmites australis), and nuisance species (e.g., beaver, mosquitoes). In addition to his ecological background, Scott has seven years experience in the GIS field. He is the Director of GIS Services at REMSA and provides GIS support in mapping and spatial analysis and modeling. He spent four years teaching Geographic Information Science (GIS) and related courses at Old Dominion University (ODU), Norfolk Virginia. Scott has six years experience in GIS modeling, and is proficient in the integration of all spatial data formats. He spent several years working with the Mosquito Control Commission for the City of Chesapeake, Virginia (CMCC) developing GIS models to identify the habitats of mosquito species responsible for the transmission of West Nile virus and eastern equine encephalitis. This research has earned him three research fellowships (2002/2003-2005/2006) from the Virginia Space Grant Consortium, Hampton Virginia. Scott has also worked with researchers at the Virginia Coast Reserve Long-Term Ecological Research Project (VCR/LTER) in developing GIS models for isolating geomorphic landscape features. |

Roxanne Carter - Coastal & Marine Services Director Roxanne Carter has been employed with REMSA Inc. since 2005. She holds a M.S. of Biology from Old Dominion University in Norfolk, VA. Roxanne Carter has been employed with REMSA Inc. since 2005. She holds a M.S. of Biology from Old Dominion University in Norfolk, VA. Ms. Carter has a GIS Spatial Analysis of Coastal Environments Certificate, OSHA Hazwoper 40hr Certification andis a NMFS approved Marine Endangered Species Observer and Trawl Supervisor. Roxanne is the Director of REMSA’s Coastal and Marine Services Division. She recruits, staffs, bids, trains, works and provides overall project oversight for the endangered species environmental compliance jobs for marine construction jobs primarily dealing with dredging activities. She researches and bids projects with commercial and government clients for work along the East & Gulf Coasts. Most of the work revolves around marine endangered species environmental compliance - essentially being the “Turtle Girl/Boy” on board hopper and bucket dredges. Ms. Carter actively participates in animal rescue and is most recently involved with VIMS volunteering with the sea turtle stranding network. Some of her favorite past-times are gardening and enjoying spending time with her two dogs. |

Deborah Painter - Senior Environmental Scientist After earning her Master of Science degree in biology education from Old Dominion University, Deborah worked as a science teacher for several years before launching a career in environmental science with the Norfolk District of the Corps of Engineers’ Regulatory Branch as a one year term field scientist enforcing the Federal Clean Water Act and the Federal River and Harbor Act for the Corps. After earning her Master of Science degree in biology education from Old Dominion University, Deborah worked as a science teacher for several years before launching a career in environmental science with the Norfolk District of the Corps of Engineers’ Regulatory Branch as a one year term field scientist enforcing the Federal Clean Water Act and the Federal River and Harbor Act for the Corps. She worked with ATEC Environmental Consultants from 1989 to 1991 as an environmental scientist, performing wetland delineations and Phase I environmental site assessments, doing groundwater characterizations and completing NEPA documents. Deborah was a field scientist with the Virginia Department of Transportation for nine years, managing Section 10, 401 and 404 permit acquisition, wetland mitigation site design and NEPA documents. She went to work for the Army Corps of Engineers Planning and Policy Branch from 2002 to 2006 writing NEPA documents and obtaining Section 10, 401 and 404 permits for civil works projects involving beach restoration, river and harbor improvement and ecosystem enhancement projects. As Co-Director of REMSA’s Environmental Services Division, Deborah brings these nineteen years of experience in Virginia and North Carolina to work for our clients. |

Michael S. Iwashchenko - P.G. Senior Project Manager Mike Iwashchenko is a registered and board certified professional geologist with over 23 years of experience in environmental consulting focusing on the assessment and remediation of sites impacted by hazardous materials and petroleum products. Mike Iwashchenko is a registered and board certified professional geologist with over 23 years of experience in environmental consulting focusing on the assessment and remediation of sites impacted by hazardous materials and petroleum products. He has performed hundreds of site assessments to include: residential properties; commercial gasoline service stations and dry-cleaning facilities; industrial sites and petroleum terminals; state-owned facilities; and U.S. government installations. Mike has performed groundwater fate and transport modeling to predict future contamination concentrations and exposure risk potential at downgradient receptors, prepared and provided technical review of Phase I and II environmental site assessments, site characterization reports, and corrective action plans. In addition, Mike has extensive in-depth knowledge of: federal, state, and local compliance regulations in multiple states; cost recovery from petroleum state trust funds; Brownfields and Virginia Voluntary Remediation Program. |

Andrew M. Gowen - Program Support Specialist Drew Gowen joined the REMSA corporate office staff in the spring of 2011. Drew brings a unique dynamic to our corporate office and field operations within the company. Drew Gowen joined the REMSA corporate office staff in the spring of 2011. Drew brings a unique dynamic to our corporate office and field operations within the company. Originally from Maine, Drew has had a vast journey along the Eastern coastal U.S. carrying with him a Bachelor Degree in Biology and strong concentrations in chemistry, ecology, and marine biology from the University of Maine at Machias (UMM). Drew was an independent research-oriented Biologist and Scientist on a large scope of projects within the Gulf of Maine for 10 years focusing on ecological population dynamics and gear development for dwindling fisheries. Along with an extensive list of companies and grant facilitations prior to coming to Virginia, he worked for the State of Maine Department of Marine Resources as a Marine Resources Specialist for the Inshore Ground-fish Trawl Survey including GIS support, database management, maturity and growth assays for a wide range species along with various project support within DMR’s in-house and field operations. Drew moved to Virginia with his fiancé Mandy to pursue further career development and warmer weather. Since his time here in coastal Virginia he has embarked on an orientation of sorts of the local marine and terrestrial ecology by observing the world around him in acute detail. Part of his orientation included spending three months at the Virginia State Aquarium learning the local marine species and ecology as well as hiking the coastal and mountain terrain to learn the local terrestrial ecology. Since Drew’s time here at REMSA, he has been an assistant to the MESO program established to protect the manatees, turtles and whales from industrial activity. This position included work in the field and also in the office to find potential projects alongside REMSA’s resident turtle girl and MESO Director, Roxanne Carter. Within the corporate office there are many things going on which have allowed Drew to advance into his newly established position of Program Support Specialist allowing this ‘jack of all’ to help wherever needed in most capacities. Some program areas covered now include program assistance in: the FOG (fats oils and grease) Program, MESO, Phase I and Phase II reports and field work, invasive plant surveys, and site mapping for ongoing projects with more aspects and training on the horizon for environmental assessment. Drew enjoys boating, canoeing, riding motorcycle, hiking, camping, flying (when possible) and all adventures with Mandy. Drew has a keen interest in alternative fuel and an overall appreciation of how things work. This Eagle Scout mountain-man biologist/jack of all trades is a perfect fit for the vast dynamics covered here at REMSA. |

Stephen E Link - Project Manager Steve has been with REMSA Inc. since 2000. He holds an AS in Marine Biology and Oceanography from Southern Maine Technical College where he logged 200+ hours of on-duty sea time. Steve has been with REMSA Inc. since 2000. He holds an AS in Marine Biology and Oceanography from Southern Maine Technical College where he logged 200+ hours of on-duty sea time. He also holds a Lean/Green Certification in Six Sigma through the Aveta Business Institute and is working towards his Black Belt Certification. His work belief and focus are determining the balance of nature and resource exploitation through a transparent and sustainable manner. Steve is currently REMSA’s Project Manager for the DOC/NOAA/NMFS/NERO contract. He oversees the daily operations of each task which includes the recruiting and retaining of staff for multiple tasks within the award. The project currently entails Industry Data Investigations, Portside Biological Sampling, Technical Writing and multiple sub-tasks. Steve is also brought in to work on special projects and to assist with bidding on specific RFQ’s. The main focus of his day is to not only make sure the needs of the client are being met but to ensure the quality of the data, through adherence to ISO specific manuals, and monitor the continual and balanced presence on the docks that ensures adequate characterization of the commercial fisheries landings through biological sampling for length, weight and hard parts. Steve’s staff are spread from Rockland, ME to Cape May, NJ. In his off hours, Mr. Link is an assistant men’s soccer coach at Southern Maine Community College, who recently competed in the 2011 USCAA National Championship Tournament. Other activities and interests are centered around family activities; camping, fishing, gardening but especially traveling with his wife of 25 years, Kate. |

Allison Griffin - Coastal and Marine Services Program Manager Allison began working with REMSA in 2004 as a NMFS certified Marine Endangered Species Observer (MESO) sub-contractor. She obtained a B.S. in Marine Science and Geography from Jacksonville University, Fl. Allison began working with REMSA in 2004 as a NMFS certified Marine Endangered Species Observer (MESO) sub-contractor. She obtained a B.S. in Marine Science and Geography from Jacksonville University, Fl. Allison has recently been welcomed to REMSA Inc. as the Coastal and Marine Services Program Manager. She has over 10 years experience working with endangered and threatened species. She has worked on dredging and seismic projects, flown numerous aerial surveys, worked on sea turtle relocation trawlers and conducted migratory bird/nest and sea turtle nesting surveys. Ms. Griffin has 1000+ hours Captaining <25’ vessels, Aircraft Egress training, Boat Safety Certification and is a Level III Primary First Responder for the NMFS large whale disentanglement network. Ms. Griffin enjoys kayaking, gardening, taking nature photography, and spending time with her family and pets in her spare time. |

Joeé Duffy - Program Coordinator Joeé joined the REMSA team in the Summer of 2010 as the Utilities Program Coordinator. With this newly developed position comes a great deal of planning, education and business development. Joeé joined the REMSA team in the Summer of 2010 as the Utilities Program Coordinator. With this newly developed position comes a great deal of planning, education and business development. Currently, Joeé manages the day to day operations for the City of Virginia Beach's Fats, Oils & Grease (FOG) Program. She works closely with REMSA partners, the City of Virginia Beach, the Hampton Roads Sanitation District and the Hampton Roads Planning District Commission to ensure that this program runs smoothly and efficiently. The success in the first phase of Virginia Beach's Fats, Oils & Grease Program earned REMSA the award of “Woman-Owned Businesses of the Year” for our hard work, dedication and excellent services during the performance of the Fats, Oils and Grease (FOG) Inspections in the City. Through the success with the City of Virginia Beach she has been developing a program from the ground-up to provide additional municipalities anywhere from inspector training & database management to running a full-scale FOG program as well as a Backflow Prevention Program. Additional work includes beginning Phase I Environmental Site Assessments, field inspections and report writing. Joeé holds a Certification in AutoCAD (v)2000-2006 - Architectural & Land Desktop, GIS/iMap training through the New Jersey Department of Environmental Protection, Regional FSE & Grease Haulers Certification(s) through the Hampton Roads Planning District Commission and a Fats, Oils & Grease Management Certification through the Florida Industrial Pretreatment Association. Joeé also represents REMSA on the Utilities Management Committee with the Water Environment Federation and additional committee memberships with Virginia Water Environment Association and Eastern Virginia Regional Activities Committee. |

Leigh Morgan Chapman - CFM, Hazard Mitigation Planner Leigh Chapman is a Certified Floodplain Manager and specializes in flood hazard mitigation and development services. Leigh Chapman is a Certified Floodplain Manager and specializes in flood hazard mitigation and development services. Ms. Chapman has sixteen years of experience in supporting hazard and risk management at the Federal, state and local government levels through problem identification, alternatives formulation, and plan implementation. She has served as a floodplain management and economic consultant in seven Districts of the U.S. Army Corps of Engineers, worked as a Technical Writer on the FEMA Technical Evaluation Contract for the National Flood Insurance Program (NFIP) and served as an assistant to the State NFIP Coordinators in South Carolina and Maryland. With the American Institutes for Research, she co-authored the FEMA publication State Roles and Responsibilities in the National Flood Insurance Program, prepared as part of the 2001-2006 Evaluation of the National Flood Insurance Program. She provides specialized hazard mitigation planning services to local governments, and assists communities with applications to the NFIP’s Community Rating System. Ms. Chapman has a BA in Economics and History from the University of Virginia, and received her MS in Geography from the University of South Carolina. |
